When the National School of Public Administration (ENAP) launches a challenge for Brazilian municipalities, it is essentially asking: is there a solution on the market capable of solving this?
In the case of Montes Claros, the question was direct, and the problem, urgent: over 47,000 patients waiting in orthopedics and X-ray queues, with waiting times reaching five years. Cancelled slots with no reuse. Citizens without predictability. Installed capacity wasted.
The municipality's diagnosis was precise: the bottleneck isn't just a lack of supply. It's the difficulty of turning information into action. A no-show without a response becomes an idle slot. An idle slot becomes a queue. The queue becomes absenteeism. And the cycle repeats.
Mupi was selected in the initial stage of this challenge with eAgenda Saúde.
What the selection process validates
ENAP's Co.NE program doesn't select tools. It selects approaches. The evaluation considers whether the solution understands the complexity of the SUS (Brazil's Unified Health System), whether it fits the operational reality of municipalities and whether it has real potential to scale.
Reaching the prototyping stage means eAgenda Saúde passed through that filter, and that the logic we built worked as a valid answer to one of the most chronic bottlenecks in Brazilian public health.
How eAgenda Saúde responds to the problem
The solution acts as an orchestrator of access. It doesn't just schedule. It acts.
When there is a cancellation, a lack of response or a risk of no-show, the system automatically identifies the freed slot. A redistribution engine kicks in: it searches for the most eligible patient considering clinical priority, waiting time, availability reported by the patient themselves and travel feasibility, including days with transport available for surrounding municipalities.
Communication happens over WhatsApp, an accessible and familiar channel for the profile of SUS users. The patient confirms attendance, reports when they can't come, records their available days and tracks their position in the queue, all from their phone, without having to travel anywhere to find anything out.
The result: slots reused in a timely manner, less idleness and more predictability for those who need it most.
An already-validated foundation
eAgenda Saúde is an evolution of eAgenda, a platform already operated by Mupi with scheduling, automated communication and operational management features. We aren't starting from scratch. We are specializing a solution that already works for the public health context.
In the coming months, we'll share what we learned during the prototyping in Montes Claros: about queues, absenteeism and what really works when technology meets the counter at the local health unit (UBS).
